I don't know exactly when this started happening but when I hover over drives, toolbars, or the tree tooltips are not showing. The tooltip over files still work. Did I accidentally change a setting, or is this a bug?

I would have a look at Help->Contents->Search. Search for tooltip. There are a number of instance where tooltips come into play. I would turn off all, save settings (Tools->Save settings) then turn back on what you want and save settings again.
