When a user has a locked Tab and navigates in it to some "upper" od "deeper" folder, then the Tab itself [i.e. the element above the Address Bar] does not change- only the content of the main window od Panel containing item(s), right? Thus a question arises: why when user drags item(s) and releases them on the precisely on Tab [above the Address Bar], then that item(s) end(s) up in the currently viewed folder [a one that is not locked]? If a user would want to drop them in this navigated-to folder, then user has vast convenient space for it in form of main window of the Panel
But when a user decides to waste time at aiming for a particular closed Tab [which only happens to be also the active one] it should not mean that this is the path to which item(s) are destined by such user - its just plain illogical. And also this cancels / suspends the rule of what would happen if the same user would release the very same dragged content on any other locked or non-locked / ordinary Tab [which is: the item(s) would end up in either locked path or "ordinary" path]
This could be argued as being not a bug but as a conscious choice by our great developer - but then again: why punish a user for taking extra time needed to aim at a small Tab sitting somewhere above the Address Bar] when clearly such user could just dump the dragged selection in a big window of Panel?

In my opinion when a Tab is locked it should not matter what is such Tab displaying in a given moment when it is shown in a Panel - whenever user drags and drops items on a name of a locked Tab then the dragged files / folders should end up in the locked path; just like in case of dropping items on a name of Tab which is not locked and which is not even displayed in a Panel in a given moment
