Show on top of other windows

On Windows 10, I used the Tools menu to redirect Win + E to FreeCommander. It worked, but whenever I use that shortcut, the FreeCommander window starts behind all other windows and I have to either Alt-Tab to it or click on its icon in the taskbar to show it. When I start FreeCommander from the Start menu or from a shortcut in the taskbar it starts on top of all windows.
