How can I access a web link (URL) through FreeCommander?
What do you mean by "accessing"? For viewing the web site the URL is pointing to you will need a web browser. FC is a file manager and will not be able to do that.
When you have a file "name.url" you can modify the url by opening the properties of this file (Windows explorer, FC, ...) or simply open it in a text editor like Notepad.
