Here are some sample filenames which cannot be dragged. However, they can be dragged using Windows Explorer.:
Period Test - . It can't be dragged to another folder
Period Test - Mo Brooks Is the Jan. 6 Congressman Who Can’t Keep His Mouth Shut
Period Test - Let's hope U.S. avoids Weimar Republic errors
Period Test - Dr. Oz's MAGA campaign_ He wants to get _tough on China_ — but his products are made there
If you rename a simple 'txt' file with any of the above, it cannot be dragged to a different folder.
However, some files with periods can be dragged, so it's hard to pin down.

If you have a file with the name:
All after last period is the "extension", in that case
Try to begin the drag operation on "Period Test - Let's hope U.S".
Other possibility: deactivate the option "Start dragging on name or icon only"
