The problem is probably transparency, or wrong size is used for 16px icon.

Here are the same icons in the favorite tools toolbar button menu vs file list.

FC 848 donor 64-bit, Windows 10 20H2 64-bit.

I'm sorry, this one is not fixed in 848-1 test version, still the same.

Let me know if you need the sample files for testing.
