When right click a folder for "Pin to Start", it does NOT work.

FreeCommander XE 2023 Build 880 32-bit public
Win 11 Home

"pin to start" does not work (exe file).
Same file can be pinned to start using standard Windows File Manager

Thats a Windows restriction and not specific to FC.
Other file managers have the same problem.
