831 - Archive is opened in Explorer when using /NewIni= and /NoPlugins

When using command line parameters /NewIni= and /NoPlugins , zip archive is opened in Windows Explorer, so it's not easy to test some issues.

The problem is /NoPlugins - perhaps built-in plugins could be used even if using this parameter, if possible.

FC 831 and older, Window 10 2004.

upon clicking on a zip file, the file is opened with the program, which is set to default in windows (in my case 7-zip).
I checked the default settings:

It appears that in the settings, the archive plug-ins are activated but not being used.
