Favorite tools links are broken, when I start a program from favorite tools, folders from active tab are opened in that program.

For example:
- Firefox portable - lot of new tabs are opened, probably files or folders from first folder
- Edge Beta Canary - D:\Downloads\ - active tab path is opened in Edge
- Thunderbird portable - New mail window is opened instead of main Thunderbird window
- AIMP - here Default playlist is opened and some strange files are playing sometime, normally last active playlist with last played file should be opened
- VLC - lot of file and folders from active tab are added to playlist
- PotPlayer - custom skin is ignored and files from active tab - first folder are added to playlist
- Chrome and new official Edge work good, no additional tabs

When I open any of these programs from taskbar, it works good.
I have the same settings as in 820 version and same versions of those programs.
Using just the option "Enclose each selected item with " "

EDIT: No files or folders are selected, it's the same if [..] item is focused.
