819 - "Splitter hot spot visible" - state after FC restart not saved

To reproduce:
- use default settings
- enable "Splitter hot spot visible" for view - tree and favorites tree (will be probably valid also for quick viewer, after another bug fix)
- open the Tree, alt+t
- click the hot spot (in the middle of the splitter)
- tree is hidden, correct (splitter is visible)
- exit FC
- start FC
= tree is not hidden
FC 819 donor, Windows 10 1909.
