"actViewSplit0" actually sets the bottom/right pane to 0% size, not necessarily the active pane.
"actViewSplit100" actually sets the top/left pane to 100% size, not necessarily the active pane.

Contrarily, "actViewSplit25" actually sets the active pane to 25% and actViewSplit75% actually sets the active pane to 75%.

can you please specify where you are using "actViewSplit..."

Using the commands on the splitter toolbar (right mouse click on splitter toolbar) work as expected.
