FC 818 Donor 64-bit

Steps to reproduce:
1. Define a primary keyboard shortcut of Ctrl+Up to "Go up" (actDirBack=Ctrl+Up)
2. Save settings
3. Close FC
4. Open FC
5. Define a secondary keyboard shortcut of Bksp to "Go up"
6. Repeat steps 2-4
7. Notice that the secondary keyboard shortcut was not saved

I spent over an hour isolating this issue into easily reproducible steps.

Confirmed, 818 64-bit.

Original bug is fixed in 819.

However, just repeat all steps above and try to assign "Backspace" as 1st shortcut for "Go up" (while it's still assigned as 2nd shortcut for "Go up").

It doesn't work, when clicking the "Assign" button, nothing happens, no error dialog, shortcut is not assigned.

When I remove Backspace as 2nd shortcut, it's possible to assign it as 1st shortcut, but with the error dialog, when clicking Yes, it works.
