to reproduce:
Tools -> Settings-> Select items ->General
- uncheck "Hot track only"
- enter a value of 100ms in Hover time for select item [msec]

Press OK

Now, an underline (_) is visible even though Hot track is disabled.

When 000 is entered in Hover time for select item [msec]
then Hot track is according expectation (on / off depending on settings for Hot track)

tested with:
FreeCommander XE 2020 Build 810a 32-bit public

It's not a bug, it works like that, perhaps it's not good and a bit confusing, but it's like that.
