BUG 810 - Holding down shift while dragging file to a different drive causes error

18363 Microsoft Windows 10 Pro 64-bit 10.0.18363
- Restart FC.
- Drag a file from the desktop to another drives folder and then hold down shift. In my case the C drive to W drive.
- Notice the copy doesn't change to move as it should. It then throws an error.
- See error attached.
