946 Unnecessarily writes 2 files

FC 946 Donor on Win11

I noticed FC is writing to this file every time it is launched, even if nothing in is being modified:

FreeCommander.cloud.ini

Also, I noticed FreeCommander.cloud.ini contains strings that should likely be in the i18n files instead of that ini file.

I further noticed FC is writing to the following file every time it is closed, even if it has not been modified:

FreeCommander.hist.ini

It even writes to it if saving history is disabled (albeit, it's only writing a UTF‑8 BOM (Byte‑Order Mark)).
