I can launch mspaint.exe from a command line with mspaint.exe but FC does not respond to it.
How do I do it? Thank you.

The system tries to find mspaint.exe in the dir of the file to edit.
Edit your FC definition and set the full path to it.
In Windows 11 for example:
C:\Users\your_user_name\AppData\Local\Microsoft\WindowsApps\mspaint.exe
