I have this issue happening on three computers:
Windows 10 64b
Windows 7 32b
Windows 7 64b
Each one will keep opening the previous folders instead of the start folder I select, which is THIS PC or C. Yet it will not save.
> Start folder
>> Start with following folders
>>> Seek folder...
I select C, apply, OK, and save settings. Reset program but still opens at last folder.
Am I missing something?

FreeCommander XE 2018 Build 770 32-bit public

I have tested your freecommander.ini on some PCs. It works as expected - "This PC" is in both panels on start.
After changing the setting to "c:\" - progarm start with c:\.
Have you checked your problem with default settings:
- close the program
- go to "Settings" folder
- rename the Settings to Settings1
- create new empty folder Settings
- go to Settings folder (is empty now)
- create empty freecommander.ini file in Settings folder
- start FreeCommander
- change only the settings for start folder
- close the program
- start again and check
