Latest public release FreeCommander XE 2016 Build 730 32-bit public beta was at 21.10.2016. You can download it at http://freecommander.com/en/downloads/
Of course, it was in previous 2016 year, but it was only 2,5 months ago.

Why don't you spend some small amount of money ?
You will have access to the actual beta releases and also the x64 version.
