There is no FTP-Client in FreeCommander XE (all builds).

But Marek (FC XE developer) promised to implement FTP in the next versions (for the first time only for donors). See discussion at viewtopic.php?f=6&t=6112#p22198

No, such type of plugins is not supported.

Try FreeCommander XE 2015 Build 700 32-bit public beta release - http://freecommander.com/en/downloads/
It still has no that features, but many improvements were done viewtopic.php?f=6&t=775&start=250#p22202
