v655 Layouts FCXE x64 Portable Win 7

Saved layouts not restoring properly.
  1. Create and save a layout with panes that show tabs
  2. Purposefully change things around
  3. Restore layout that you previously created
  4. Tabs are no longer shown
Also, please provide layout icon so this option can be added to the action toolbar.

confirmed, 656 x64
(win10pro x64) - (latest FCXE x64 portable)
