598 - "Use highlight color only for active panel" broken

Option "Use highlight color only for active panel" doesn't work good.

To reproduce:
- enable option "Use highlight color only for active panel"
- go to right panel
- restart FC
- highlight is on active (right) tab (correct)
- press Tab to change panel
- highlight is on active (left) tab (correct)
- press Tab to change panel again
= highlight is on inactive (left) tab (bug)

- press Tab to change panel several times
= highlight is on left tab all the time (bug)

- click another tab on right panel
= highlight is on both tabs all the time (bug)

I tried with default settings / clean install and...

...It works good if option "Bold active tab" is enabled, you need to disable this option to reproduce the bug.
