[FIXED] 598 "Seek Icon File" opens behind "Customize Toolbar

Go to Tools menu > Customize Toolbar.
Double-click a command's Details box in the Toolbar column, then click the ... button for specifying the Icon File path.
Click Seek Icon File.

Problem: The file navigation dialog opens behind the Customize Toolbar dialog, and therefore cannot be used. It should open on top of everything.

Workaround: Copy or manually enter the path to the icon file.

Which OS? Can't confirm here with Win Vista 32 bit.
