Cut/Copy toolbar buttons unavailable sometimes

It's not a new bug, but now I can reproduce it finally!
FC 297, Win XP SP2, default settings, no plugins.
- select file at tab #1
- press ctrl+c to copy
- switch to tab#2 - use keyboard shortcut
- press ctrl+v
- select any folder/file now
= cut/copy toolbar buttons are unavailable - greyed out
