INI - Read error section 1

I have x64 670 installed on my desktop under Win7. I have 2 accounts set up: an admin and a standard. When I open FE on the standard account it opens normally. But when I open it on the admin account I get an error message "INI - Read error section 1". If I click OK then FE opens normally and appears to function properly.

Installed 671 and the problem is no longer there. Not sure if it was fixed or if my installation had a problem.
