621 first launch: no settings stored

I installed FC XE on Win7 64. I changed the settings location to program folder and changed many other settings. That took quite a while. The automatic saving when closing the program was checked.
After restarting FC XE I noticed that nothing had been saved. Neither in the program nor in the user appdata folder
I made a few changes in this second session. They have been saved on exit.
Is it necessary to save first after changing the settings location before changing other settings? If so, this must be noted in the respective settings tab.
