Files from archive could not be copied to system directories

FC XE 610. If we try to extract any file from archive to Program Files or Program Files (x86) under Windows 7, then nothing is copied. If we do it with Total7zip plugin, then we even don't see any error message. If we use internal fcZip, then we see error message. FC XE does not offer to extract files with administrator rights.
