600-problems exit FC XE with Opera 12 set as default browser

Computer does not run any program.
Start FreeCommander XE 600. Go to Help - Keyboard Shortcuts.
We have Opera 12.02 set as default browser. FC XE starts Opera to launch file fc_ShortCuts_xx.htm, where xx - your current localization.
After browser started and we see file content we try to close FC XE and get error message "Сan't delete folder FreeCommanderYYYY". It is used by another person or program. Close all programs that may use file and try again.", where YYYY - random number (translated from russian, but I think meaning is clear).
If browser is already started before FC start, then there would be no such error.
In Google Chrome set as default browser there is no such problem.
I think problem is that file fc_ShortCuts_xx.htm is extracted from archive fC_Info.dat as temporary file and file is "blocked" by browser and FC XE can't remove temporary file on exit.

In Internet Explorer 6 set as default browser there is also no such problem.

All is done in Windows XP 32 bit.
