591 - (still) no XE infotips (except under mouseover)

I have previously posted elsewhere that I have never had infotips with XE -
except under a mouseover. The toggle infotips hotkey works.
That is I have (or don't have) infotips (under a mouseover)
when/after I execute the infotips hotkey,
but I should see the infotips popup for every item I HIGHLIGHT.

This issue still seems to exist ...
