If you have a folder whose name contains a dot (e.g., "Dr. Feelgood"), then you have to click on the part of the name before the dot in order to initiate the d&d operation; if you click after the dot, it is ignored.

cannot confirm.
I created several different folders with contents for testing:
good.better
feel Dr. Good
Dr. feel Good
I can move per drag& drop all of the folders by selecting them at the end of their names. I don't have to select (grab) the folder before the dot in the folder name.
