Existing dual keyboard shortcuts can't be removed, like Alt+F7.
#2
When creating a new keyboard shortcut and trying to assign an existing dual keyboard shortcut, e.g. Alt+F7, message below says "Not assigned", even if the new shortcut is created, there is no error dialog that there is a conflict.
#3
If the dual shortcut is assigned to a command, e.g. Alt+F7, it doesn't work, old function still work (Search in this case), so these shortcuts can't be changed.
