Favourites Item Toolbar not in FC by default

Hello! I just created a new installation of FCXE on my virtual machine. I realized that there was no favourites toolbar, and when I right-clicked on the existing (action) toolbars, I only got a menu for "edit action toolbar" - nothing for the favourites toolbar.

I discovered that in order to have a favourites toolbar, you have to first go to Tools > Favorite tools > Favorite tools edit... and create a toolbar button before you get any toolbar.

Now, I think there should be a favourites toolbar there by default.
