Integration of a pdf Passwort locker

It would be very nice to have a pdf password integrator that could give a pdf file a user passwort or multiple pdf files a user password (owner password is for restrictions, user password for opening the pdf file) or to set back a file to no password.
For encryption there are open standards like blowfish, or twofish .. not known to be broken yet.
