Is the preference permanent? and what is disabled/changed by this workaround?

If you change the option, it is permanent. If you mean the selection state, it is preserved until you change the folder.

If you mean the item state, color of selected item is different, icon is not changed.
In NC mode you can use the arrow keys and the selected items are not lost, in Explorer and FC - non-NC-mode you need to use Ctrl+arrow keys if you don't want to lose selection.

This it is not a very user friendly solution, in my opinion.
I am getting a miss-behaviour when using it (posted in bugs section).
And you cannot cancel selection with Esc.
Having a check box next to a file name would very useful, as in windows explorer.

You can click the empty space to deselect, or set any shortcut to deselect.
