If you have only two tabs and both of them are locked, then one is the first and the other one is the second- there is no other option. That's logical
But when you open a new tab, that that new one will be placed between these two locked ones. That's illogical?
Why does this new one is not placed as the third? Why does the user must be immersed in chaos? There is a reason why I have locked tabs- and moving them constantly around does not help in the workflow

The new tab is not placed between, here. Try default settings or this option:
Settings > View > Folder Tabs > Tab Management > [ ] Add new tab near current tab (uncheck this one)
