tabs with panels instead of panels with tabs

Hello,
Currently, FreeCommander offers a dual panel view (which is awesome).
We also can have multiple tabs (which is also awesome).

However, (at least for me) using both tabs and dual panel view at the same time is not so easy/productive, which is a missed opportunity in my opinion.
I either use the dual panel view, or a single panel view with tabs on it.

I believe a better layout, that would allow for a better usage of tabs and dual panel at the same time would be something like this:

Have the tabs as the parent.
In each tab you can have a dual panel view or a single view.
Inside each panel, no tabs are necessary.

A work flow would be something like this.
- In tab1, the downloads folder, which I usually use in single panel mode.
- In tab2, a dual panel view, with some network folder in the left, and some local folder in the right, for copying elements.
- In tab3, another dual panel view, with some folder from an external USB key on the left, and some local folder in the right, for copying elements.
- In tab 4, another single panel mode
.. and so on.

(This idea is inspired by how Vim tabs work, and how vs code tabs do not work. https://github.com/Microsoft/vscode/issues/41486)

In FreeCommander it is implemented as "Layouts".
