Can't create a new folder in Program Files (x86)

When I create to create a new directory in the "program files (x86) folder, it says that my access is denied. I then look at the folder properties and it says "read only." I remove the read only and it says the program doesn't have rights to do this. I choose to give it rights and windows acts like it's giving it rights, but I still can't add a new folder.

I am logged into windows as an administrator.
I CAN create new folders outside of the "program files (x86)

Please help.

This has nothing to do with FC.
Assuming you're using win7x64, use one of these methods:

Would be also a good thing to test without any security suite activated.
