I am using 2008.06c

When I drag and drop from one pane to the other, by default it's a MOVE action.

Is it possible to change this to a COPY action instead?

How can I do this?

AFAIK, it's a default windows behaviour : move if you D'D in the same logical drive , copy if you D'D in another logical drive (From C: to D: for example).
You can force copy by pressing CTRL key while D'Droping and move by SHIFT
In FC you can either show context menu by left buton drop and choose copy or move (settings>confirmations>show pop-up menu etc.)
