Changing details of "copy full path as text" action toolbar isn't saved

I am using "FreeCommander XE 2018 Build 772 64-bit donor" on a Windows 7 64 bit. I've reproduced this error with parameter /N /NewIni=%FcAppDataPath%\Settings\FreeCommanderTest.ini /NoPlugins /Lng=English
If I am editing the details of the "copy full path as text" action toolbar (e.g. adding a new popup menu action), then this change isn't saved even though I have clicked "OK" on both windows (Details for: ... and Define action toolbars).
