Icons Issues in Splitter Bar

When horizontally splitting the screen, the Splitter Bar icons are not always vertically centered in the Splitter Bar (depending on the size specified for the icons). Sometimes, the bottom edge of the icons are right up to bottom of the Splitter Bar.

Also, the positional setting of where to begin the topmost icon (when vertical) does not get applied when in horizontal mode. Perhaps a second setting to allow specifying the horizontal positional offset can be added.
