Should I uninstall the older version first?

. . . or can I just install it over the older version? I guess what I'm really saying is — which if any of my config files etc. would be deleted if I were to uninstall first?

Currently:
FreeCommander XE 2017 Build 740 32-bit public. Thanks.

You don't need to uninstall old version.

Some useful information about settings:

Thanks Dreamer. Sorry but I'm still unclear:
  1. The folder structure will remain the same?
  2. My configuration files will remain and will not be overwritten?
  3. The new (primary executable file) will just overwrite the old one, keeping its same name?
Thanks.

3x yes. If you are still not sure, just backup the Settings folder, make sure auto-backup is enabled, you should have multiple backups.
