activation of panel by hovering mouse over it

Is it possible to activate panel (in case 2 panels are used in FC), just by mouse position. If mouse pointer is on panel 1 , panel 1 becomes active, above panel 2, panel 2 becomes active.

Currently a mouse click is needed to activate the panel.

If this is not possibly now then it should be implemented as an option

Settings (F12) > Select items > General > for Hover time set e.g. 100 ms.
This way you need to move a cursor to any item, not to free space.
