No, it cannot be disabled (AFAIK), even if there would be such an option, many users want FTP, so there would be a version with FTP - and ANYONE could download this version.

It's not a bug, you have to activate this option:

Settings > Folder tabs > Activate window when clicking on its tab

...but perhaps it should be enabled by default?

Sorry, it's a misunderstanding. It was a suggestion. Since there is just one button, there should be also just one keyboard shortcut to toggle the quick filter.
