Because if the latter then I did test this option in version 861 32-bit public on Windows 10 Enterprise 20H2 19042.746 x64 and it works as described in the initial post

Others programs that I use behave in the described desired way: when a user chooses to close them from the main menu, then they ignore the "close = minimization to tray" setting

I have a hard time understanding which option and where

And also in other programs- but as I have just checked: in a minor part [of what I personally happen to use]

It seems that after all it only works when active Tabs are pinned ones - thus this changes nothing in current behavior of [my] FC

I have found this option under the

After deselecting it, my FC works more to my likening
