I have the same. But I think Ctrl+C fails and not Ctrl+V. Or have you a Workflow where Ctrl+V failes? Would be good to do to crosscheck it.

If you do any operation like rename a folder in C:\ProgramData you need Admin permissions. The Windows Explorer shows a UAC-Dialog to allow the operations. Click OK and it will be done.
