Define reusable filter for "Only folders" and use it.
For reusable filter "Only folders" define on "Attr/Size" tab ("Define filter" dialog) in the Attributes area the "Directory" attribute only.

In your example:
File name: test.test
Extension: ext

For the file name pattern "[n].NOT WORKING" is the new file name "test.test.NOT WORKING" and it is correctly. I do not see any bug.
"Exclude extension" in that case has no meaning.

What is your goal? How do you want rename the file?

If you want compare the results from patterns and regex please activate the option "Exclude extension" for regex or change the patterns:
File name: [n]
File extension: [e].pdf

In the "Search files/folders" dialog you can select encoding for search text. Try to select UTF8.
