Never mind. It's apparently a Window's safety "feature". You have to right-click on the chm file and then unblock it.
Once upon a time, we didn't have to worry about the safety of help files

Settings (F12) > view > folder tabs > file container tab - you can change the path here. The path is also in the address bar. You can also lock the container tab.
