It works now with FreeCommander XE 2016 Build 716 32-bit public beta and also with system path variables.

Well, that all is a little bit mixed up. The names for that are different. Menuename: View -> Favorites tool Windowname: Favorite items (could not be changed) Nevertheless, this is a very powerful "tool item" for me! This are the both paths:
  1. F:\7-Zip\7-ZipPortable.exe
  2. %FcSrcDrive%\7-Zip\7-ZipPortable.exe
Both paths are working, but the second one shows no icon.
