Maybe make sure you don't have "auto-save settings" enabled?
It is disabled. I also have:
- Auto backup: disabled
- Delete history entries on close: enabled
- Start with following folders: checked
- Close all not locked tabs when the program ends: enabled

For several reasons, I would like to set FreeCommander.ini as read-only. This was possible with the last 2009 version, but not with the XE 621. I always get 2 error messages when I close FC ("Cannot create file").
