Found it, sort of :
From the Menu Extras->Settings->View I set the TimeStamp to yyyy.mm.dd hh.nn.ss
which displays the format I want.
However, selecting Windows does not set the presentation to match my System Settings.

How do I get the displayed date/time to honour the system settings ??
