If you have TabHistoryperTab=1, then some Tabs have maybe no history.
You could first try TabHistoryperTab=0.
That did it. I thought checking "Folder History per tab" meant that each tab kept a separate history and unchecking it would mean both tabs would have the same history. That's the ...

It was unchecked when I looked yesterday. I tried checking it, closing, re-opening, then unchecking it again, but that didn't work. The ini settings with "history" in the name are:
DeleteHistoryOnClose=0
SelectCurrentHistoryDir4SelectDrive=0
